It’s not easy having the same casting cost as Dragonlord Ojutai, but this card has the potential to rival Ojutai’s power. The cards likely don’t compete for space in the same deck, as Ojutai will usually be accompanied by sweepers and I don’t see Noyan necessarily looking to be in that type of deck, though I’ll grant that it’s possible. Noyan reads more like a card for an aggressive deck, but it could easily generate enough power to be considered as a control finisher.
My initial impression is that Dig Through Time decks with a wide range of different effects will be biased towards Ojutai, and Treasure Cruise decks will lean towards Noyan. I have to imagine that Ojutai’s hexproof pushing it over the top in a heads up power comparison, but I wouldn’t discount the potential for a deck featuring Noyan.
